Home Assistant changes how its browser interface loads after an upgrade to prevent a blank screen caused by an old page pointing at deleted files. Navigation checks the network for the current page first and keeps the cached page as a fallback.

The cached interface can still open during proxy errors or while Home Assistant starts. A new version reloads the page once; a first installation does not. The initial network check can wait up to three seconds before falling back.
