ZHA tells dim-up and dim-down releases apart

Some Tuya automations need a second trigger to keep responding to either button.

ZHA’s device library tracks which dimming button was held before a remote sends its release command. This corrects reversed or missing release triggers on affected IKEA TRÅDFRI, RODRET and STYRBAR remotes and Tuya TS004F dimmer switches.

IKEA automations keep their existing trigger definitions. On the affected Tuya dimmers, an automation that used dim-down release to mean either button was released must also add the new dim-up release trigger. Raw stop events are unchanged.
